Introducing the SPARK Program: A Three-Phase Pathway

The SPARK program is not just a training initiative; it is a structured journey designed to move students from high school into high-stakes technology roles. The program operates across three core phases:

  1. Phase 1: Related Technical Instruction (RTI): Apprentices complete rigorous classroom learning tailored to develop professional readiness. This phase helps develop soft skills before they enter the field.
  2. Phase 2: Paid On-the-Job Training (OJT): Apprentices apply their knowledge through 320+ hours of paid, hands-on experience. They work alongside expert teams on live, mission-critical projects.
  3. Phase 3: Industry Certification & Career Launch: Upon completion, apprentices earn portable, industry-recognized credentials—such as CompTIA Security+ or SFMA Turfgrass certifications—that signal their readiness to enter the permanent workforce.

Our public/private partnership currently bridges the talent gap in four priority sectors that are essential to Howard County’s economic growth:

  • Quantum & Cybersecurity: Working with partners like DigiFlight and Camelot Secure, apprentices master systems engineering and quantum-resistant security.
  • Artificial Intelligence: In partnership with RealmOne, apprentices use advanced data science to analyze massive datasets for national security missions.
  • Agritech: Partnering with Kemper Sports, apprentices blend plant science with irrigation technology to manage large-scale environments.
  • Solar & Clean Energy: Alongside Capital Energy Solutions, apprentices interpret complex engineering designs to ensure safe and efficient clean energy deployment.
